PARIS — France lawmakers today approved a piece of legislation that makes it illegal to pay for sex, with fines starting at €1,500 on up to €3,750 for second offenses.

France now is one of only a handful of European countries to follow the Nordic model (Norway and Iceland) of criminalizing consumers rather than sex workers.

The new law, passed by 64 votes to 12 with many members of Parliament absent, creates the fines and requires violators to attend classes on the harms of prostitution.

The new law also treats the sex worker as a victim rather than a criminal, and it will make it easier for foreign sex workers, many of them deemed illegal in France, to acquire a temporary residence permit if they start on a program to find other work.

In France, prostitution itself — receiving money for sex — is not a crime; however, in 2003 the government passed a law banning “passive soliciting” by street prostitutes in places like Pigalle (red light district) and the Moulin Rouge. The new law scraps that measure.

The operation of brothels, as well as the pimping and the sale of sex by minors, remain illegal.

"Jeremy Corbyn has said he is in favour of decriminalising prostitution. The Labour leader made his position clear during a session with students at Goldsmiths University as he went on the campaign trail for May’s election. Corbyn is thought to have had a longstanding view in favour of decriminalising sex work but this appears to be the first time he has confirmed his position in public since becoming Labour leader.

Asked for his opinion on whether sex work should be decriminalised, he said: “I am in favour of decriminalising the sex industry. I don’t want people to be criminalised. I want to be [in] a society where we don’t automatically criminalise people. Let’s do things a bit differently and in a bit more civilised way.”

  Amnesty vote YES to decriminalization of Sex Work!

Amnesty International members voted Tuesday to officially advocate for the decriminalization of sex work, amid backlash from anti-trafficking groups and Hollywood celebrities. While some country sections reportedly objected to the move and attempted to alter the proposal, an Amnesty spokesperson told VICE News it ultimately "passed with a comfortable majority."

In the runup to the vote at the group's International Council Meeting, Amnesty staff repeatedly stressed the policy would in no way alter its existing stance on sex trafficking and forced prostitution, something certain opponents applied to most if not all forms of sex work.

"Sex workers are one of the most marginalized groups in the world who in most instances face constant risk of discrimination, violence and abuse," Amnesty's Secretary General Salil Shetty said in a statement after the vote. "Our global movement paved the way for adopting a policy for the protection of the human rights of sex workers which will help shape Amnesty International's future work on this important issue."

The resolution passed today compels the organization to advocate policies that decriminalize "all aspects of consensual sex work," including the activities of those who purchase the service of prostitutes. Amnesty cited two years of research and consultation, which it said had "drawn from an extensive evidence base from sources including UN agencies, such as the World Health Organization, UN Women, and the UN Special Rapporteur on the Right to Health." Based on its findings, the group said they concluded a stance advocating decriminalization was the best way to reduce abuse risks faced by sex workers, while also defending their human rights.

Following the vote, Center for Health and Gender Equality (CHANGE) President Serra Sippel wrote in a tweet that the decision to adopt a policy on sex work decriminalization was a victory.

Police are behind a plan to introduce “managed” prostitution in a Welsh city amidst claims girls of 14 are selling sex on the streets for £2.

The scheme, expected to be tested in Newport, is believed to be the first of its kind on this side of the border.

Gwent Police said it has looked at pilots run in the north of England and are looking to see if it can be applied to the Pill area of Newport.

A spokeswoman for the force said: “Officers have looked at pilot initiatives implemented by police forces in the north of England and are in the very early stages of looking to see what, if any, solutions can be applied to the issues in Pill."
