According to the Crown Prosecution Service, any sex worker under the age of 18 should be considered a victim of child abuse.
Any agency or client involved with an escort younger than 18 could be prosecuted according to the Sexual Offences Act of 2003.
It doesn't matter whether consent was given or not: in the eyes of a law, a sex worker under 18 years of age is too young to make that decision.
It is judged that escorts under 18 are being coerced, exploited and abused through prostitution.
